1 Government Enterprise Architecture (1GovEA) implementation in Malaysian Public Sector aims at aligning business and ICT strategy in information and data sharing across agencies in realising Malaysia Digital Government. This implementation led by Modernisation and Management Planning Unit (MAMPU) is planned to be executed in three (3) phases which has started in 2016 and expected its completion in 2020. The project will involve 25 ministries and 24 agencies. In accommodating the sophistication of citizen’s demand, 1GovEA offers unique approach for Malaysian Public Sector in facing challenges within the constantly changing business and ICT culture in an organization. 1GovEA is a framework and methodology that provides guideline to govern EA practice in ministries and agencies. 1GovEA framework focuses at delivering a structural approach, steps and template in ensuring the consistency and centralization of EA development methodology in sector. To achieve this, 1GovEA Reference Model enables unified communication in EA development throughout Malaysian Public Sector. As EA describes how elements in organization fit together, reference model ensures the same notational language, process and framework rule of EA implementation concept, are applied by all ministries and agencies within Malaysian Public Sector.


The establishment of 1GovEA Reference Model is derived base on the external reference architecture sources that are referred, used and proven success by other countries such as USA, Europe and Australia. Common vocabulary provided by 1GovEA Reference Model will serve as shared practice of EA communication and guidelines for Ministries and Agencies in EA development process within their organization. Accordingly, this will ensure the standardization of EA implementation among agencies in Malaysian sector. Three (3) external sources of architecture references are as below:

  • TOGAF – The Open Group Enterprise Architecture Framework: it provides an approach for designing, planning, implementing, and governing an enterprise information technology architecture.
  • FEAF – Federated Enterprise Architecture Framework for US Government: it is an initiative of the U.S. Office of Management and Budget, Office of E-Government and IT that aims to realize the value of enterprise architecture within the U.S. Federal Government and provide a common approach for IT acquisition in the United States federal government.
  • EIRA – European Interoperability Reference Architecture: it is an architecture content meta-model defining the most salient architectural building blocks (ABBs) needed to build interoperable e-Government systems for delivering interoperable digital public services across borders and sectors.

1GovEA Reference Model provides guidelines, templates, patterns and other forms of reference material that can be leveraged in order to accelerate the creation of new architecture for Ministries and Agencies. It is a set of living document that can be referred by ministries and agencies for best practices in adopting and implementing EA. As a result, more consistent and cohesive government services to citizens (G2C), other government agencies (G2G) and businesses (G2B) that support cost-effective delivery of integrated government services will be delivered. Figure 1 shows how 1GovEA Reference Model is established and utilised throughout the cycle.



1GovEA Reference Model covers four (4) domains of architecture reference dimension which are Business, Data, Application and Technology.

  1. Business Reference Model: provides a framework that enables end-to-end government functional view based on Malaysian Government’s Business Service Category. 
  2. Data Reference Model: provides a framework that enables information sharing and re-use across the Malaysian Government, by grouping the information based on its Data Category.
  3. Application Reference Model: provides a functional framework that is a business-driven that classifies applications based on how they are used to support the business objectives. This model allows the identification of possibilities to consolidate multiple applications that provides similar services to the business.
  4. Technology Reference Model: provides a technical framework that categorizes the standards and technologies to support the delivery of technology services and capabilities. Through re-usability and standardization of technology and its service components foundations, each TRM at ministries and agencies can be unified with government including a guidance provided. 


1GovEA Reference Model offers several benefits through its utilization in implementing EA in Malaysian Public Sector, as bellows:

  • Avoidance of 1st timer mistakes: faster learning curve and save time to jump start the 1GovEA adoption;
  • Consistent promotion for interoperability: by providing prescriptive guidelines with standard templates for documents/viewpoints/views creation based on a common language for agencies involved in the delivery of cross-agency services;
  • Collaboration enhancement: supports the identification of duplicate, re-usable and sharable services across ministries/agencies to reduce overlapping and duplication of efforts;
  • Risk reduction and future proofing increment: as technology advances, public sector ICT assets can be easily adapted to the future needs;
  • Promotion of 1GovEA notational language, processes and frameworks standard: support for interoperability and interconnectivity through centralized repository;
  • Acceleration in realization of digital government transformation: focus on citizen-centric and agile government.


The ultimate long term goal of 1GovEA implementation in Malaysian Public Sector defines the aspiration to achieve the unified architecture in accelerating Malaysian Public Sector service delivery transformation. To realize this vision, 1GovEA Reference Model can be used as an enabler to offer unified communication in EA development throughout Malaysian Public Sector with the adoption of a same notational language, process and rule that describes the correlation of all elements in organization.
