Term of Reference

TERM OF REFERENCE - STEERING COMMITTEE (JKP) for ENTERPRISE ARCHITECTURE (EA) DEVELOPMENT PROJECT in GOVERNMENT SECTORS (MyGovEA)
  1. Set the direction and strategy for project implementation.
  2. Monitoring the status of overall aspect of project implementation.
  3. Monitoring and coordinating the flow of project finance in adherence to progress of the project.
  4. Approving request for project payment.
  5. Responsible for approving suggestion for enforcement of contract terms such as penalty, extension of time and contract termination.
  6. Resolving policy issues arised that are related to the project.
  7. Approving and verifying all phases implementation of the project.
 
TERM OF REFERENCE - TECHNICAL COMMITTEE (JKT) for ERNTERPRISE ARCHITECTURE (EA) DEVELOPMENT PROJECT in GOVERNMENT SECTORS (MyGovEA)
  1. Monitoring and ensuring the project implementation adhering to the project scope and executed according to schedule.
  2. Inspecting and ensuring the submission of the project fulfilled the specified requirement. 
  3. Review the issues arised during the implementation process and recommending solutions to the project steering comittee (Jawatankuasa Pemandu) for approval.
  4. Reviewing and recommending suggestion for enforcement of contract terms to the project steering comittee (Jawatankuasa Pemandu). 
  5. Offering solution to technical issued arised during the project implementation process.  
  6. Recommending project submission to the project steering comittee (Jawatankuasa Pemandu) for approval.
  7. Reporting the status of project progress to steering comittee (Jawatankuasa Pemandu).
 
TERM OF REFERENCE - ARCHITECTURE TEAM (CORE TEAM) for ERNTERPRISE ARCHITECTURE (EA) DEVELOPMENT PROJECT in GOVERNMENT SECTORS (MyGovEA)
 
   General term of reference
  1. To identify opportunity for collaborating with agencies in government sectors and new initiative parallel with Government Transformation Agenda.
  2. To define future initiatives for agencies in government sector.
  3. To offer advise or consultancy services for agencies in government sector in developing EA.
  4. To identify and evaluate new EA technoly trend that can be adopted in government sector.
  5. to reviw the submission of documents related to project in order to ensure the quality of the content.
 
   Role of Architecture Team
  1. Business Domain -  to define and organize business architecture that describes about the correlation between operation and service which supports business strategy for Public Sector agencies
  2. Data Domain - to define, develop and organize data architecturet including to control data design structure as well as enterprise metadata. To establish and maintain good conduct in managing data organization for Public Sector agency.
  3. Application Domain - to define, develop and organize application architecture including to control system design development based on industrial good conduct and current technology in development.
  4. Technology Domain -  to define, develop and organize application architecture including to control the design development of ICT infrastructure based on industria good conduct and current technology in development.
  5. Project management - to control project management aspect and provide input during the transition of architecture development. This is to ensure the transition of architecture developement cover the interation with project management activity, development and implementation of existing project.
 
TERM OF REFERENCE - PROJECT MANAGEMENT TEAM (PMO) for ENTERPRISE ARCHITECTURE (EA) DEVELOPMENT PROJECT in GOVERNMENT SECTORS (MyGovEA)
  1. Monitoring overall development and implementation progress for MyGovEA project.
  2. Coordinate pre-implementation review in MAMPU and KPKT (pilot project) as well as government sector.
  3. To establish policy and guidelines related to MyGovEA in government sector.
  4. Ensuring the centralised MyGovEA system and repository is available and reachable.
  5. Managing JKT and JKP meeting for MyGovEA project. 
 
TERM OF REFERENCE - CHANGE MANAGEMENT TEAM (CMO) for ENTERPRISE ARCHITECTURE (EA) DEVELOPMENT PROJECT in GOVERNMENT SECTORS (MyGovEA)
  1. Monitor and coordinate MyGovEA change management activities.
  2. Coordinate MygovEA training program for Phase 1 of MyGovEA project and personnels in government sectors collaborating with Institut Tadbiran Awam Negara (INTAN).

   PROJECT MANAGEMENT AND CHANGE MANAGEMENT

  1. Provide guideline to assist agencies in government sector to establish EA agency based on MyGovEA framework and methodology.
  2. Implementing plans for the expansion of MyGovEA.
